Whole Prices Plunge in August

WASHINGTON - Wholesale prices fell in August by the largest amount in 10 months, reflecting a plunge in the price of gasoline and other energy products and the fourth straight month of falling food costs.

The Labor Department said Tuesday that wholesale prices fell by 1.4 percent last month, the best showing since a 1.5 percent fall last October. It was a much bigger decline than the 0.3 percent drop that had been expected and was led by a 6.6 percent plunge in energy costs, the biggest drop in more than four years.

Rights group: Israeli government ignoring court rulings on separation barrier

A human rights group says Israel has not changed the course of its West Bank separation barrier despite court rulings demanding it do so.

The Israeli group B'Tselem says the government has not implemented Supreme Court rulings ordering changes in three parts of the barrier. One of those rulings is three years old.

Defense Ministry spokesman Shlomo Dror says budgetary problems are delaying the changes.

When completed, the separation barrier is expected to run 490 miles (790 kilometers), frequently dipping into the West Bank. Israel says the barrier is needed to protect its citizens against Palestinian attackers, while Palestinians say Israel is using it to grab land they want for a future state.

Sign as a donor and save a life

Bristol's leading transplant surgeon has backed calls for morepeople to sign up to the NHS Organ Donor Register, which celebratedits 10th birthday this week.

Mr Paul Lear, consultant transplant and vascular surgeon and headof surgery at North Bristol NHS Trust, has joined ranks with fivecolleagues nationally to urge members of the public to help others tolive once they have passed away.

Research has previously shown that about 90 per cent of thepopulation believe in organ donation - yet only 18 per cent are onthe Organ Donor Register (ODR).

The register is run by UK Transplant, which has its base in StokeGifford and currently has 5,936 people on its waiting list.

In the 10 years that it has existed, 11,613,68 people have joined.In the same time about 4,000 people have died while waiting for adonor organ.

Mr Lear, who works at Southmead Hospital, which is run by theNorth Bristol trust, said he felt that people did not truly realisethe extent to which their organs could help others.

He said: "Organ donation is a very emotive topic.

"A tragedy for one family is a gift for another.

"If the public was aware of what it means to be able to say tosomeone that their liver or heart transplant can go ahead thenperhaps more people would make the effort and sign on to theregister."

Mr Lear has specialised in transplant surgery for most of hisdistinguished career and has been based in the Bristol transplantdepartment for 13 years.

His name and that of senior surgeons from NHS trusts in London,Birmingham, Leeds and Sheffield were printed in support of a letterwritten to The Times newspaper yesterday.

The original letter was issued by the British Medical Association(BMA) chairman James Johnson.

The BMA has for some time lobbied the Government for theintroduction of 'presumed consent', which means a person or theirfamily have to make a decision not to donate organs after theirdeath.

Mr Johnson said: "It is no secret that the BMA would like to seethe introduction of presumed consent for organ donation in the UK.

"This means that individuals would have to opt out if they did notwant to donate their organs.

"But until we have such a system, the BMA is 100 per cent behindthe Organ Donor Register and it is great know that surgeons like MrLear are behind this initiative."

India's central bank hikes interest rates; car, home loans to cost more

India's central bank raised key interest rates to rein in inflation that has soared to 13-year highs, officials confirmed Wednesday.

The Reserve Bank of India hiked the repurchase rate Tuesday, the rate at which it makes short-term loans to commercial banks, to 8.5 percent from 8 percent.

The bank raised the cash reserve ratio, or the share of deposits banks must keep with the central bank, to 8.75 percent from 8.25 percent. The cash reserve ratio would be increased in two stages starting next month.

Reserve Bank of India Governor Y. Venugopal Reddy described the hike in rates as painful but necessary.

"It has to be viewed in the context of the new reality of high and volatile energy prices that are not a temporary phenomenon any longer," he said according to the Press Trust of India news agency.

The central bank's move comes after the government announced last week that the wholesale price index _ the country's most-watched inflation rate _ had hit a 13-year high of 11.1 percent in first week of June. A year ago, the rate was 4.3 percent.

The hike in interest rates will likely mean higher rates on commercial bank loans for cars and homes.

"The industry urged the RBI not to raise interest rates, but this was done keeping in mind inflation," said Sajjan Jindal, president of trade body the Associated Chambers of Commerce and Industry of India. "India has no option but to live with it."

5 appear again in Greek court for chopper escape

Four prison guards and a pilot are to appear in court for a second day on charges of failing to stop a daring helicopter escape of two convicts from a high-security Athens prison.

Two of the defense lawyers, representing two of the guards, resigned from the case late Tuesday. They complained of interference in the trial and said the proceedings were skewed against their clients. They quit after the court rejected their request for their clients to be released from custody.

Two other lawyers will be appointed for Wednesday's proceedings.

Sunday's daring prison break, in which bank robber Vassilis Paleokostas and convicted murderer Alket Rizaj flew out of Korydallos prison in a helicopter, was a deeply embarrassing blow to the government.

Officials: Pakistan arrests senior Taliban figure

Pakistan has arrested a former Taliban spokesman who was released by Afghanistan in 2007 in exchange for a kidnapped Italian journalist, intelligence officials said Saturday _ a high-profile catch at a time when many in the West are concerned tension with India could distract Pakistan from fighting militants on the Afghan border.

Taliban leader Mullah Omar sent his former spokesman, Ustad Mohammed Yasir, to Pakistan last year to mediate between two Taliban groups in the Mohmand tribal area on the Afghan border, an intelligence official said.

Many Taliban and al-Qaida militants fled to Pakistan in 2001 after the U.S.-led invasion of Afghanistan to oust the Taliban regime. The U.S. has pushed Pakistan to crack down on the militants, who have regrouped in the country's northwest and have been launching attacks against Western forces across the border in Afghanistan.

The Pakistani military has launched several operations along the Afghan border, including one earlier this week to secure the main supply route for U.S. and NATO troops in Afghanistan. But many in the West have questioned Islamabad's willingness to target the Taliban because Pakistan backed the hardline regime before its ouster.

Pakistan's recent decision to redeploy troops away from the Afghan border toward India following tension over the deadly Mumbai attacks has heightened concerns that the fight against militants could languish. India has blamed Pakistani militants for the November attacks in India's commercial capital that killed more than 160 people.

Pakistan first arrested Yasir in 2005 and sent him to Afghanistan, where he was released along with four other Taliban members in exchange for Italian journalist Daniele Mastrogiacomo, an intelligence official said.

The Afghan and Italian governments were heavily criticized for the swap _ a step many observers feared would encourage more kidnappings.

Pakistani authorities arrested Yasir again Thursday during a raid on his relatives' house in the northwestern city of Peshawar near the Afghan border, said a second intelligence official. Security personnel are now interrogating Yasir, who served as the Taliban leader's spokesman after the fall of the regime, the official added. Omar escaped during the U.S.-led invasion, and his current location is unknown.

The intelligence officials spoke on condition of anonymity because they were not authorized to talk to the media.

The Pakistani government also has faced a low-level insurgency in the southwestern province of Baluchistan, where militant tribesmen accuse the national government of ignoring the region's development needs while pocketing revenue from the region's natural gas reserves.

Police blamed tribesmen for two attacks Saturday that killed three people and wounded 10 others.

A land mine killed two soldiers and wounded three others in the Baluchistan town of Uch when it exploded under their vehicle, said Mohammad Ishfaq Jamali, a local police officer.

Later in the day, suspected tribesmen hurled a hand grenade at a vehicle carrying soldiers in the provincial capital of Quetta, killing a civilian bystander and wounding seven others, said another police official, Mohammad Sharif.

The Baluch Republican Army, one of the main militant groups in the province, claimed responsibility for the land mine attack and for shooting at a passenger train Friday in an assault police said wounded 16 people.

Controversy erupted in Israel last month when Barenboim conductedthe overture from Wagner's "Tristan und Isolde." Israel has observedan informal ban on Wagner, an anti-Semite and Hitler's favoritecomposer.

It was an arrogant move, but it was also courageous. Barenboim'sJewishness and his expertise in Wagner give him the credibility tointroduce the music to his fellow Israelis.

If Barenboim's decision to play Wagner was political, it was alsomoral. Art transcends the artist, thankfully, or we would foreverview Picasso's paintings, Jerome Robbins' shows and Hemmingway'sbooks in terms of the mortal flaws of the creators instead of thedivinity of the creations.

Denis Gremelmayr upsets Sam Querrey in San Jose 1st round

German qualifier Denis Gremelmayr upset seventh-seeded Sam Querrey 5-7, 7-6 (1), 6-3 in the SAP Open first round on Tuesday.

`Win-Win' Decision Is a Loser

How is it that Susan J. McDunn and the candidate she defeated ina 1990 election can both serve as Cook County Circuit Court judges?Until Illinois stops electing judges, this kind of goofy decisionfrom the state courts is possible.

Last Thursday, the Illinois Supreme Court ordered that McDunn besworn in as a judge - three years after she won a 1990 primaryelection. Although McDunn defeated Judge James H. Williams in thatprimary for Circuit Court judge, she wasn't declared the winner until1992.

It took until 1991 to finish recounting the votes. McDunn wonthat legal round, but Williams appealed the decision. In its greatwisdom, the Illinois Appellate Court decided to create two judgeshipsout of one vacancy and said both should be judges.

Although the Supreme Court has sided with McDunn, Williams willremain on the bench at least until December. He might still be therenext year. To fill vacancies, the Supreme Court recalls judges whohave been defeated in elections or who have resigned.

We've heard of win-win decisions, but this is ridiculous.

Cracker Barrel Updates Billboards

NASHVILLE, Tenn. - Cracker Barrel Old Country Store Inc. is spicing up its highway billboards in hopes of fattening up the restaurant chain's sales.

The company's simple brown-and-gold graphic of a man seated next to a barrel will be replaced with color photos of food items like pancakes and biscuits on nearly 1,500 billboards primarily along U.S. interstate highways.

"Our research shows these images are highly motivating when a person decides where to eat," Simon Turner, chief marketing officer at Cracker Barrel, said in statement released Wednesday.

"Seeing our homestyle food and unique gifts prominently displayed on our billboards will motivate people to come and eat at our family dinner table."

The new advertising campaign, which begins this month, comes amid steady decline in sales in the restaurant and retail sides of Cracker Barrel's stores over the past few years.

Several key officers were replaced in July, including Cracker Barrel's president and chief operating officer and vice president of marketing. The company said the reshuffling was part of a planned reorganization that would focus on initiatives aimed at improving sales, margins and brand innovation.

Analysts say sales have gradually started to improve, with Cracker Barrel's parent company CBRL Group Inc. reporting restaurant sales increased 1.4 percent and retail sales were up 4.4 percent for the first quarter ended Oct. 27 over the same period last year. Revenue was up 4.3 percent to $558 million for the same period.

"They've gone through several years of difficulty and have changed a number of activities and brought some people into key positions and are working hard at trying to improve their results," said Bryan Elliott, a restaurant analyst at Raymond James & Associates in Atlanta.

"Certainly the billboards have been a primary marketing tool for pretty much the history of the company," he said. "Upgrading and modernizing ... makes some sense. They haven't really modified their approach."

Elliott said the company has recently conducted consumer research that showed a significant percentage of people who believe Cracker Barrel locations are just retail stores and not restaurants as well.

Cracker Barrel, which is a subsidiary of CBRL Group Inc. based in the Nashville suburb of Lebanon, has grown from one restaurant in Lebanon in 1969 into 550 full-service restaurants and gift shops in 41 states, mostly in the Southeast, Midwest, Mid-Atlantic and Southwest.

Cracker Barrel officials have said they're considering running ads on radio and television in early 2007 but have not said how much they plan to spend.

Elliott said the company has advertised on the radio off and on throughout its existence and ran a few television commercials nearly a decade ago.

Many drivers have grown accustomed to seeing Cracker Barrel's trademark billboards - which simply feature the company's brown-and-gold logo and directions to Cracker Barrel locations - and changing the ads will likely make them stand out more, Elliott said.

The new advertising campaign will keep the company's logo and directions to Cracker Barrel locations but will feature images of peppermint sticks, checkerboards and the compact discs sold in the company's retail stores. They'll also show food items like whole kernel corn, sweet baby carrots and green beans.

"Although this is a new look for Cracker Barrel, the campaign stays true to our authentic country heritage," said Turner. "People think of Cracker Barrel when they want good country cooking and friendly service."

Cracker Barrel previously faced numerous lawsuits and a federal inquiry over complaints of refusing to serve black customers, discriminating against minority workers and firing gay employees. The company has taken steps to rebuild its folksy image and reach out to minorities.

Rose Rock, the mother of comedian Chris Rock, last month claimed she was racially discriminated against when she was seated but ignored for a half hour at a Cracker Barrel restaurant along the South Carolina coast.

Analysts say Cracker Barrel's new advertising campaign likely has little if anything to do with the complaints but more to do with improving the bottom line.

CBRL shares fell 25 cents to close at $44.88 Wednesday on the Nasdaq Stock Market.

Now, even though you are selling fewer units than in previousyears, you are enjoying even greater profits due to your raisingwholesale prices twice a year by the annual rate of 9-10 percent withassistance from American taxpayers.

Yes, the tobacco industry seems to be immune from decreasedprofits. Could one reason be the support it receives from ourgovernment? You be the judge. . . .

Tobacco - along with corn, wheat, cotton and rice - is one ofthe basic crops grown under a federal price support program in whichfarmers agree to limit their production in return for a guaranteedminimum price. The program is voluntary, accepted or rejected byvote of farmers in a given region, and is operated through regionaltobacco cooperatives. If a farmer is not able to sell his crop to aprivate buyer at auction time, he sells it to the cooperative, whichplaces it in storage until a buyer can be found.

For many years the federal program kept supply and demand inrelatively good balance. But, in the early 1980s, seriousdifficulties began to appear in the operation of the program andCongress instituted sweeping changes through two acts of legislation,one passed in 1982 and the other in 1986.

One of the purposes of the 1982 legislation was to transfer allbut the administrative costs of the tobacco program from thegovernment to the farmer. This "no-net-cost" program was to beginwith the 1982 crop year, but in 1986 Congress exempted the 1983burley crop, which was of poor quality.

Over the years, the tobacco program has resulted in overpricingAmerican tobacco in the world market by an estimated 40 to 60 cents apound. This has hampered exports abroad and led to American companies importing large amounts of tobacco fromforeign countries!

The 1986 legislation sets up procedures for disposing ofsurplus inventories from the 1976-81 crop years by offering to sellat 10 cents on the dollar to cigarette tobacco buyers (at thetaxpayers' expense!). Weyerhaeuser CEO gets 2008 pay valued at $4.7M

Dan S. Fulton, chief executive of timber and wood products company Weyerhaeuser Co., received compensation valued at $4.7 million in 2008, according to an Associated Press analysis of a report filed with the Securities and Exchange Commission earlier this month.

Fulton, 60, has led the Seattle-based company since last May, received a salary of $792,427 and perks of $34,456. Most of the perks came as financial counseling. He also received stock awards and options valued at $3.9 million on the dates they were granted.

The Associated Press formula is designed to isolate the value the company's board placed on the executive's total compensation package during the last fiscal year. It includes salary, bonus, performance-related bonuses, perks, above-market returns on deferred compensation and the estimated value of stock options and awards granted during the year.

The calculations don't include changes in the present value of pension benefits, and they sometimes differ from the totals companies list in the summary compensation table of proxy statements filed with the Securities and Exchange Commission, which reflect the size of the accounting charge taken for the executive's compensation in the previous fiscal year.

Fulton's predecessor, Steven Rogel, received compensation last year valued by Weyerhaeuser at $1.6 million, down 74 percent from 2007, when he served a full year as CEO.

In 2008, Rogel received a salary of $1 million, perks valued at $67,867, above-market earnings on deferred compensation of about $18,394 and stock awards worth $472,260 when they were granted.

Last year, the company recorded a loss of $1.18 billion compared with a profit of $790 million in 2007. Sales fell 26 percent to $8.02 billion.

Federal Way, Wash.-based Weyerhaeuser cited the continued decline in new-home starts, falling demand for lumber and structural panels because of lower levels of homebuilding, repair and remodeling and weakening log and wood products prices.

Shares of Weyerhaeuser fell nearly 59 percent in 2008. That compares with a 62 percent decline in the S&P 500 Paper & Forest Products index. The broader S&P 500 index fell 39 percent.

South Ossetian leader exits Finland after stop

Finnish airport officials say South Ossetian leader Eduard Kokoity has left the country after his private jet was forced to land in Helsinki because of technical problems.

Helsinki Airport spokeswoman Annika Kala says Kokoity left on Sunday afternoon on another aircraft after landing safely on Saturday.

Kokoity was en route to visit Nicaragua and Venezuela _ two of the few countries that have recognized the independence of the separatist state.

In 2008, Georgia lost control of Abkhazia and South Ossetia after a short war with Russia, which maintains a strong military presence in both.

Deputy US Marshal dies of wounds from gun battle

ST. LOUIS (AP) — The U.S. Marshals Service in Washington says a deputy marshal shot in the head during a St. Louis gun battle has died of his wounds at a hospital.

The agency says Deputy U.S. Marshal John Perry, who died, had been with the U.S. Marshals for almost 10 years.

Authorities say the suspect, Carlos Boles, shot the 48-year-old Perry and two other officers as they were trying to arrest Boles on charges of assaulting a law enforcement officer and drug possession.

Boles was killed in the exchange. The other two law enforcement officers survived.

News from New York will make way for reports from city streets, markets and farmlands as 75% of the nation's CBS-TV affiliates prepare for cooperative morning news broadcasts that place more emphasis on their communities.

Rather than rely on the two-hour national broadcast provided by CBS News, a majority of the affiliates come Aug. 12 will debut morning shows that feature a first hour of mostly local news, save three network news inserts.

How powerful should the mayor be?

A special panel established to revise the city's constitution, or charter, is wrestling with that question.

The 19-member Albany City Charter Review Commission has agreed to continue Albany's longstanding tradition of a strong mayor form of government. But the committee seems deadlocked as it attempts to strike a balance between the Common Council and the mayor.

Currently the city has one of the weakest Common Councils in the nation and many on the panel say a change is overdue. The charter granted by Gov. Thomas Dongan hasn't undergone an overhaul since 1686.

After a year of mostly civil discourse, the commission erupted into arguments last month as it tried to agree on a draft. Its members generally break into two camps -- those who favor giving the mayor most of the power, and those who want the Common Council to have more say, particularly on the budget and over public boards that directly affect neighborhoods and citizens, such as planning and assessment.

Wrigley profit rises 14% for first quarter

Wm. Wrigley Jr. Co., the world's No. 1 chewing-gum maker, rodesolid sales and the benefits of a weak dollar overseas to a 14percent increase in first-quarter earnings.

Feb. 8--The modernisation of Bangkok Port is under way, starting with the expansion of a three-story bonded warehouse to increase storage capacity by 30 percent this year.

The move is part of a switch in focus from purely port business to providing integrated transport services to improve revenue, Mana Patram, the PAT's new director-general, said yesterday.

The expansion will increase the storage capacity to 7,800 tons from 6,000 tons by December at a cost of five million baht in anticipation of a jump in demand.

Lou Ross

NAPLES, Fla. - Lou Ross, 67, former vice chairman of Ford Motor Co., died May 2.

Ross oversaw the introduction of the 1986 Ford Taurus, a car that revived Ford's financial fortunes and sparked the aerodynamic design movement. The Taurus was the best-selling car in the United States for five years, from 1992 through 1996.

Ross joined Ford in 1955. He was head of North American operations and chief technical officer before assuming the vice chairmanship in 1993. …

2004 AUG 10 - (NewsRx.com & NewsRx.net) -- A randomized trial has found that breast cancer patients with four or more positive lymph nodes who receive high-dose chemotherapy with a stem cell transplant have similar survival rates to those who receive conventional chemotherapy.
